流通取引慣行ガイドラインの英訳で第2部第3のタイトル

「単独の取引拒絶」

が、

「Primary Refusals to Deal by a Single Enterprise」

と翻訳されていますが、primary って何なんでしょうね。

primary refusal to dealをグーグルで検索してもヒットしないので、たぶん誤訳なんじゃないかと思います。

それから同じく単独の取引拒絶についての第2部第3の1で、

「However, exceptionally, even a refusal to deal by a single enterprise is illegal in cases where the enterprise refuses to deal as a means to secure the effectiveness of its illegal conduct under the Antimonopoly Act.

A refusal to deal by a single enterprise may also present a problem in cases where the enterprise refuses to deal as a means to achieve to achieve such unjust purposes under the Antimonopoly Act as excluding its competitors from a market (Note 4).」

と、「to achieve」が2つありますが、1つは余分ですね。

ちなみに原文は、

「しかし，事業者が単独で行う取引拒絶であっても，例外的に，独占禁止法上違法な行為の実効を確保するための手段として取引を拒絶する場合には違法となり，また，競争者を市場から排除するなどの独占禁止法上不当な目的を達成するための手段として取引を拒絶する場合には独占禁止法上問題となる（注４）。」

です。
